Labour hire license.
If your business supplies workers to other businesses, Queensland, Victoria, South Australia and the ACT each need a license, and a license in one doesn’t cover another. We help you get yours.

Who needs one.
You supply workers to another business
You find the workers and pay them. They work for your client, the host.
In any industry
Farms, factories, cleaning, building sites, warehouses: the license is about how the work is supplied, not the work itself.
Even from another state
Supplying workers into Queensland, Victoria, South Australia or the ACT? You need that place’s license, wherever your business is based.
And your clients have to check
Hosts in those four places must only use licensed providers, so clients will ask to see yours.
The four schemes.
Each runs its own scheme with its own regulator. What they all check: that the people running the business are fit and proper, that it follows workplace, tax and super laws, and that it can pay its way.
- QLD
Labour Hire Licensing Queensland
Every provider operating in Queensland, including those based interstate. The license is renewed every year, with a report every six months.
- VIC
Labour Hire Authority
Anyone supplying workers in Victoria, wherever the business is based, with a nominated officer who works in it. Renewed for up to three years, with a report every year. The rules were tightened in 2026.
- SA
Consumer and Business Services
Every industry since January 2026. At least two fit and proper responsible people, with police certificates. The license doesn’t expire, but there’s a fee each year.
- ACT
WorkSafe ACT
Providers in the ACT, and those supplying workers into it. A license lasts up to 12 months, and changes must be reported within 7 days.
No scheme yet in New South Wales, Western Australia, Tasmania or the Northern Territory. The NSW Government has said that, if re-elected in March 2027, it will introduce a bill for one.

Questions people ask us.
Something else on your mind?
Ask us on WhatsAppMy business is in NSW. Do I need a labour hire license?
Not for workers placed in NSW: it has no scheme yet. If you supply workers into Queensland, Victoria, South Australia or the ACT, you need that place’s license.
Does one license cover every state?
No. Each scheme is separate, so a business that supplies workers into two of them needs two licenses.
How long does a license last?
It depends on the state: a year in Queensland, up to three years in Victoria, up to 12 months in the ACT, and in South Australia until it’s surrendered or cancelled, with a fee each year.
Is labour hire the same as recruitment?
Not quite. If you only find workers for a business, who then employs them, that’s usually recruitment. If you pay the workers and they work for your client, that’s labour hire. Tell us how you work and we tell you which it is.
Supplying workers?
Tell us where your workers go. We tell you which licenses you need, what we can do for you, and the full cost.
